Vernon council advances youth-programming study, plans surveys and site visits

The Vernon Town Council heard a multi-part presentation on a planned study of youth programming intended to identify gaps and model successful offerings in nearby communities.

Speaker 1 described assembling three part-time seasonal research staff and conducting outreach to neighboring towns to collect data on teen programming. "We're finalizing those surveys," Speaker 1 said, adding that the team was drafting questions for youths and parents and would refine wording to elicit usable responses. Councilors discussed including homeschoolers in the survey distribution; Speaker 1 said homeschool families can be included "and we can cross reference it with a list that...I could find if it exists."

The presentation included historical context: Speaker 1 characterized traditional teen centers as originating in the late 1970s and early 1980s to provide both social and active spaces such as activity rooms and gymnasiums, and noted that many program forms have since evolved or migrated to libraries and other venues. Speakers emphasized transportation as a barrier for teen participation and discussed surveying fee structures and transportation practices used by towns such as Manchester and South Windsor. Speaker 1 said a site visit to Manchester was confirmed for later in the week and that additional visits would be scheduled; staff and the recreation supervisor and assistant director Michelle were invited to participate.

Councilors did not adopt policy changes during the meeting; the item recorded planning and data-collection steps that staff will carry out before returning with findings and recommendations.
