Burkhardt described Neola as a national policy services provider that supplies model policies, administrative guidelines, legal review through contracted educational-law firms, and BoardDocs integration to publish policies and guidelines online. He said Neola offers staged conversion (typically starting with professional-staff sections), administrative guidelines that document local best practices, and regular updates timed to legislative and regulatory change.
Board members asked how quickly a conversion could happen and whether local community values and existing district language would be preserved. Burkhardt said time to convert varies with district choices and stakeholder involvement; he estimated Neola allocates about 24 hours for an initial conversion but suggested Sycamore’s process would realistically take closer to 35 hours. He recommended maintaining the existing contract with OSBA for non‑policy services during a staggered switch to avoid gaps in legal and training services.
Trustees voted on a routine policy second reading (the IGBLA update referenced earlier) and approved it by roll call. The administration said the policy committee would continue to shepherd any conversion and that the board would retain final approval authority over any specific policy language.
