The seller retained mineral rights but agreed to subordinate those rights to a newly recorded conservation easement that prevents surface mineral extraction so long as the easement remains in place.
Staff described the negotiated purchase price as approximately 41% of the parcel’s estimated pre‑easement value, consistent with typical discounting for conserved lands. The acquisition will be funded from Placer Legacy open‑space funds, and staff asked the board to approve related budget amendments; the board adopted the purchase and funding actions. County and partner representatives described ongoing stewardship and the importance of connecting this parcel to larger reserve goals for the region.
