Staff said the two-acre parcel off Cabot Stallman Road in Granite Bay is constrained by existing septic infrastructure and that the proposed 1,283 sq. ft. pool house would sit 10 feet from the rear property line where 30 feet is required. During the hearing a neighbor, Robert Hargrove, presented documents he said show an easement issued to the Boardman Canal dating from 1920 and expressed concern that the line serves three properties and must remain accessible for irrigation repairs.
Applicant Benjamin Narotzke said he was unaware of the easement when he purchased the property and told the panel he would work with neighbors to locate and, if necessary, relocate the line at his cost. Another neighbor, Casper Wanner, objected to the visual impact of a roughly 50-foot-long building near his pond and said mailed and street notices were small and easy to miss.
Given the new easement evidence and unresolved questions about locating or relocating the waterline and memorializing any agreement, Hearing Officer Crystal Jacobson declined to take action and continued the item to March 12, directing staff to coordinate with the applicant and neighbors on locating the line, confirming ownership/recording status, and drafting conditions that memorialize any relocation or mitigation measures.
