The Murrieta Planning Commission approved Tentative Parcel Map No. 39214 (Plan Maps 20250024) to split a 26.32‑acre vacant parcel into two parcels for finance and conveyance purposes.
Rod Salazar, assistant planner, explained the map covers land east of Antelope Road, north of Summers Road and west of Whitewood Road in northern Murrieta. Parcel 1 is shown as approximately 3.00 acres and Parcel 2 as 23.32 acres. Salazar emphasized that a finance/conveyance map is limited to reconfiguration for ownership and financing purposes and does not in itself create a buildable legal parcel; further development entitlements would be required.
Staff recommended that the commission adopt a notice of exemption under California Environmental Quality Act Guidelines section 15315 (minor land divisions) and adopt a resolution approving the tentative parcel map subject to conditions of approval and exhibit A. Commissioners discussed conditions that require weed abatement and confirmed condition language already references compliance with the Subdivision Map Act and the city’s development code; staff clarified condition 12 prevents grading or development on the parcel until appropriate entitlements are processed.
The applicant (Mr. Holler) stated the map’s intent is conveyance to another party and offered no development presentation. No public testimony was received. Commissioner DeSena moved, Commissioner Woycek seconded, and the commission carried the motion unanimously (4‑0) to approve the exemption and the tentative parcel map for finance and conveyance.
