Library staff presented a draft "Murrieta Public Library privacy policy" at the Aug. 18 Library Advisory Commission meeting and recommended the commission forward the policy for adoption.
Staff said the draft policy—developed after Riverside County Library System requirements—covers retention, security and disclosure of patron records, privacy rights of minors consistent with California law, use of video footage in and around the library, photography and filming guidelines for staff and the public, and procedures for handling law-enforcement requests. Staff also said the policy confirms that patron records are exempt from public-records requests under California law.
"This policy is based on best practices from the American Library Association and it aligns with state and federal law," staff said, adding that the city attorney’s office has reviewed the draft and that there is no fiscal impact associated with adopting the policy.
After a public-comment call returned no speakers, a commissioner moved to recommend adoption and another seconded; the commission voted unanimously (4-0) to carry the motion, resulting in a recommendation to adopt the Murrieta Public Library privacy policy.
