The council approved the omnibus consent package, which included minutes of Jan. 20 meetings and a report to receive and file town expenditures as of Jan. 28, 2026.
Council approved an ordinance reserving private activity bond volume cap so the town may cede its cap to the Illinois Assist Homeownership Program (Monarch Mortgage) to support mortgage tax credits intended for first-time and income-qualified buyers. Staff clarified the town does not administer the program; Monarch coordinates with local lenders to convert the cap into mortgage tax-credit assistance for down-payment and closing-cost aid.
The council also approved a resolution authorizing a memorandum of understanding among McLean County, Bloomington and Normal to define the scope of an independent audit of the Mental Health and Public Safety Fund.
Under new business the council voted to initiate a zoning text amendment to update various sections of the zoning code.
