Councilmember Miss Smith pointed to a figure on page 11 described as the final rebate to Shops at College Hill of $40,006.79. Town staff explained that the town had completed its obligation to rebate sales tax to that development; historically the rebate amounted to roughly $110,000 a year and with the final payment complete that money will remain in the general fund going forward.
The council then took a roll-call vote to accept the report and file the expenditures; the item was approved unanimously. The transcript does not record additional budget adjustments or further public testimony on the rebate item.
Council did not specify how the returned funds will be allocated beyond remaining in the general fund; any reallocation would require later council action.
