Council approves renaming Sparkman Drive to Monroe Avenue

Development Services staff presented a street-name change proposal to rename a segment currently called Sparkman Drive to Monroe Avenue to match the planned circulation alignment. Jarrett Ramai explained the change was not subject to CEQA and that the portion being renamed aligns with the city’s 2007 circulation plan. He said the change was proposed so future addressing and wayfinding would match the forthcoming Monroe Avenue construction.
Council members raised the historical significance of Joan Sparkman, noting her longtime civic contributions. Councilwoman Warren asked whether the name removal would deny recognition; staff offered options such as preserving a sign for the family. Councilwoman Stone recounted the community’s prior efforts to preserve Joan Sparkman’s name on other facilities and said the small local road segment’s rename would not erase her overall community recognition.
The council closed the public hearing with no public testimony and unanimously approved the resolution to rename Sparkman Drive to Monroe Avenue (5-0).
