The presenter told the board that property and liability insurance renewals had increased and that the district needed additional coverage to restore prior limits, producing an expenditure variance “close to $104,000” over budget. The business officer described that as the most significant expenditure variance in the current projection.
Staff also reported they expect a one‑time state correction payment of $756,000 from the Oregon Department of Education. According to the presentation, the amount compensates the district for three fiscal years in which a change in treatment of certain fees led to withheld funds; the district said the payment should arrive imminently but cautioned the board that it is not a dependable recurring revenue source.
Board members asked whether the projection included assumptions about state school fund cuts being discussed at the state level; staff said the projection used a flat per‑student state grant for the current year and that larger budget impacts could emerge in the second half of the biennium. The presenter recommended placing one‑time receipts into reserve and not relying on them for ongoing obligations.
No formal budget adoption occurred at the meeting; staff said they would return with updated figures, property tax assessment information and more detailed reserve recommendations as assessments and state decisions become clearer.
