Conroe ISD trustees hear detailed 2023 bond construction update; Conroe High front entry, auditorium on track for Aug. 2026

Mister Foster, Conroe ISD’s capital projects lead, told the board on Feb. 17 that the district’s 2023 bond program includes 37 contracts across new campuses, additions, renovations and safety upgrades and is now well into execution.
“Eight of those contracts are substantially complete,” Foster said in the board workshop. “The current high school phase is the new front entry, that auditorium, and black box theater, both scheduled to be ready for school when it starts in August for the 2026–27 school year.”
Foster reviewed the program’s status: two new campuses opened after the 2019 and 2023 efforts (Eisler and Campbell), 20 contracts remain in construction, four are in design and several projects are on deck. He described Conroe High as a multi‑phase master plan, noting a roughly 27‑foot interior elevation change that required roughly 33 retaining walls and drove project complexity.
Trustees pressed staff on costs and schedules. A board member summarized the long cost history of the Conroe High master plan, saying the district’s “all‑in” for the campus over the decade appears to be roughly $232,000,000; Foster confirmed the multi‑year timeline and pointed to terrain and the need to keep the campus occupied during work as key drivers of cost and schedule.
Foster also walked trustees through timelines for other large projects: Fowler Intermediate and Casey Arnold Elementary are on a May 2026 substantial‑completion target so staff and students can move in over the summer; Timber Mill High School, Grand Oaks junior high and a tranche of ninth‑grade campuses are scheduled in the August 2027 timeframe; a handful of critical‑infrastructure roof and HVAC upgrades at many elementary and intermediate campuses will continue into 2027–2028.
On utilities and access, Foster said some new campuses rely on private utilities and private driveways, and that the district is covering construction of private access where required to make campuses buildable and safe. He flagged that where the city required a gate making an access road private, the district still bears the cost to get the site functional for students and staff.
The district provided photographic comparisons of progress at Ford, Creighton, Buckalew, Haley and other campuses, and described a staged plan for furniture deliveries, vendor coordination and “pallet parties” to move school materials into multiple new buildings in the same window. Foster said contractors will move to extended schedules as necessary to hit August openings.
What’s next: trustees did not take action during the workshop portion. Foster said staff will return with incremental updates and necessary contract or permitting items as those approvals arise.
