Steve Matt of eStrategy Solutions joined the meeting in person to describe how the repository will work, including application programming interfaces (APIs) for providers, the ability for licensees to upload CE documentation by phone (photo/scans), and agency dashboards to monitor compliance in real time. The vendor emphasized help-desk support and plans for short tutorial videos.
Staff said the system is being built to integrate with the Health Professions Council licensing database and that eStrategy has already supported similar CE-audit functions for the board. The vendor reported an internal testing/beta period in June and a projected operational date of Sept. 1, 2026 to meet statutory requirements. Staff clarified earlier remarks and said there will be no cost to the licensing entity per the statute; however, staff discussed a mitigated nominal fee to licensees (a $3 increase was mentioned as a potential model) to cover vendor costs if legislative appropriation is not secured.
Board members pressed on implementation details: how provider uploads will be identified as live vs. online vs. self-study, whether existing CE-tracking providers (for example, state associations and the AGD repository) can connect via APIs, and whether the repository will produce real-time compliance reports and audit notifications. Vendor and staff responses affirmed APIs and dashboard/reporting capabilities and said integration with existing providers is planned.
Next steps: staff will continue stakeholder testing, publish accompanying rules at the main meeting, and consider whether to request an exceptional-item appropriation from the Legislature to avoid a pass-through fee to licensees.
