Hibbing reallocates ARPA funds to cover additional Mind View costs and obligate remaining dollars

Hibbing’s council voted to reallocate remaining American Rescue Plan Act (ARPA) funds to the Mind View project and related commitments to ensure all ARPA funds are obligated by a Dec. 31, 2024 deadline.
Finance Director/Treasurer Sheena Momin told the council she reconciled ARPA sources and uses and identified $164,426 in Mind View costs incurred since April 1 that require funding. She requested a reallocation of $13,138,996.03 to satisfy obligation rules and avoid returning unspent funds. “This would meet the ARPA requirements for obligating funds by the 12/31/2024 deadline, and it would eliminate any chance that the city would have to return any of the unspent funds,” Momin said.
Council approved Resolution 24-0908 by voice vote. The action directs staff to reallocate previously committed ARPA balances toward Mind View and to continue reconciling remaining ARPA projects and timelines.
