Hibbing — At its Nov. 19 meeting the Hibbing City Council approved a broad consent agenda and a series of routine motions and project closeouts.
Clerk read consent items that included accounts payable checks number 181386 through 181500 totaling $2,588,130.52 and payroll for the period ending Oct. 31, 2025 of $613,708.32. The packet also listed two labor‑agreement resolutions (listed in the packet as resolution numbers 25 11 05 and 25 11 06 approving memoranda of understanding between the City of Hibbing and two employee groups), multiple raffle and special‑event permits, and authorization for several temporary hires. Councillor Hoffman moved to approve the consent agenda; the motion carried.
Separately, the council approved final pay applications to close out capital projects: Shoreline Landscaping’s final payment for campground and trail‑head work at Cary Lake (staff said the grant‑funded scope was completed and residents will see improved parking and event accommodations) and a final payment to Hock Construction for the City Hall exterior project, which staff reported came in about $216,000 under the approved budget on an original contract of roughly $1.7 million. Staff asked that savings remain in the City Hall capital fund to help address remaining clock tower work.
The council approved an invoice of $135,014.95 for the Kittsville lift station rebuild (new variable‑frequency drives, pumps, piping and a control panel), as part of the rehabilitation schedule. Other routine approvals included merchant license and raffle permits and scheduling the next workshop and council meeting for Dec. 3, 2025.
Several items were read into the record as having supporting letters or packets; staff flagged that a citizen letter about garbage pickup associated with a proposed special assessment had been provided to council and would be addressed offline by staff.
