City attorney Mr. Borland told the council the feral cat regulation text was unchanged from the prior meeting but required an additional posting to meet the city’s 10‑day notification requirement. The council reapproved the ordinance after that explanation.
Borland then presented an ordinance to repeal sections 2‑31 and 2‑32 of the municipal code. He explained the Police Civil Service Commission had effectively been discontinued years earlier and that firefighter personnel matters are handled through human resources. He said the repeal would remove obsolete code language and align the code with current HR practices; the council approved the repeal by voice vote.
What happens next: staff will update the municipal code to remove the referenced sections and continue routine personnel processes through the city’s HR department.
