Ashwaubenon committee approves preliminary PUD for multiuse residential project

The Ashwaubenon Site Plan Review Committee approved a preliminary Planned Unit Development (PUD) request Sept. 3 for an Alice Pagels, LLC property south of West Main Avenue and east of South Ridge Road.
Village staff presented the proposal as a preliminary “first cut,” describing a mix of smaller single‑family lots (about 55 by 125 feet), townhomes and four 16‑unit multifamily buildings with an on‑site storm pond and an environmentally sensitive area near Ashwaubenon Creek. Staff said the underlying zoning will remain R‑1 single‑family and the PUD overlay would provide flexibility to assemble the mixed development.
Staff read a list of required conditions for the final PUD packet, including a full final PUD submittal, a lighting/photometrics plan limiting light trespass to 0.5 foot‑candles at property lines, sidewalks on both sides of public streets per municipal code, curbing for parking and drive areas, screening of rooftop and ground mechanical equipment visible from the public right of way, concealed fasteners on exterior wall panels, a development agreement, detailed utility and civil plans, stormwater and erosion control plans, easements to the stormwater pond, coordination with Ashwaubenon Public Safety on fire department connection locations and key boxes, and bicycle parking locations meeting Association of Pedestrian and Bicycle Professionals standards.
Staff said the project will go next to the Plan Commission and then the Village Board for additional review and a formal public hearing; staff also said neighbors will receive mailed notice of the Village Board meeting and the formal PUD public hearing. Committee member Gary Paul moved to approve advancing the preliminary PUD; Dale Quinn seconded, and the motion carried.
The committee’s approval advances the project to the formal PUD process; final design details, exterior materials and engineering plans must be submitted and approved before construction permits or final platting occur.
