Building committee hears construction progress report for Norwich-area school projects

CSG and project staff gave the building committee a detailed construction progress update covering multiple school sites, saying foundation, retaining-wall and early steel erection work is underway and that procurement and schedule milestones are approaching.
The presenter reported the program has paid approximately $17,986,898.60 to date and said Greenville’s paid-to-date amount was shown as $15,254,584.80 in the slide deck. The team described ongoing logistics work to preserve Norwich Free Academy’s baseball use at the Moriarty site until construction begins and said a meeting with Mayor Singh is scheduled for Feb. 9 to discuss public-facing project communications and a possible online portal for questions and complaints.
Staff described near-term procurement steps: early electrical procurement packages were distributed to the building committee and site-specific PCR follow-up meetings were scheduled (Moriarty’s was described as occurring the next day). The presenter said most equipment and FF&E will be purchased from state or regional contracts, that typical delivery times are four to six weeks for most items and that a few long-lead items may be up to 16 weeks.
On budgets and contingencies, staff said the program-level contingency available for use stood at $5,293,047 and explained that some GMP line items (for example, certain allowances) were being reconciled as bids and CD estimates were received. Staff also said payment requests for Moriarty were in progress with the state and that Josh Poppier and Michelle Dixon were assisting with state review of those requests.
Committee members asked about handling of excavated material and traffic routing; the site representative said most excavated rock would be crushed and shipped off-site but some processed material would be reused for temporary tracking pads and structural fill. Members also queried the roofing submittal packages and the team confirmed roofing was a current focus for Stanton’s submittals.
The presentation closed with schedule notes: the project team expects to clear several PCR issues to obtain plan-completion review letters and to advance to public bidding when those letters are in hand. Staff said they will circulate additional detail on allowance usages and construction contingency balances after the meeting per members’ requests.
The committee had no substantive public comment and the meeting proceeded to votes on consent items and procurement matters.
