The Ione City Council on Feb. 17 authorized an interim employment agreement and a job posting after a current administrative employee resigned.
Staff told the council the position — split between building and administration duties — had been created in 2023 and the incumbent recently gave notice. "So what I'm suggesting is I would like to...sign an interim agreement with Jesse Upshaw, who is our current building department (staff), and then allow us to put out the actual administrative analyst position," the staff presenter said during the meeting. Council members questioned why the interim arrangement was before them, how the position had been classified in prior budgets and whether an "analyst" or "assistant" was the appropriate title and pay grade. One council member urged that switching titles while the city lacks any incumbent could complicate salary expectations; others said the analyst classification better matched the duties and the existing budget.
After discussion a motion to authorize the interim employment agreement for Jesse Upshaw and to post the administrative analyst job carried by roll call vote.
Next steps: Staff will finalize the interim agreement and begin recruiting for the advertised administrative analyst role; payroll and classification paperwork will follow.
