The committee voted to move a petition to Miami‑Dade County seeking autonomous control over Ocean Drive to the full commission while staff warned that federal/state standards would still apply; the committee also asked for a business town hall to prepare local businesses for FIFA/WORLD CUP activations and potential police/staffing costs.
Commissioner Laura Dominguez asked the committee to seek autonomous control from Miami‑Dade County over Ocean Drive to streamline approvals for signalization, closures, and lane configurations. Jose Gonzalez, Transportation & Mobility Director, explained that Miami‑Dade code currently governs traffic control on local roadways and that a transfer of jurisdiction would be negotiable but might leave the city subject to higher federal and state standards.
"Ocean Drive is a local roadway in our municipality... but Miami‑Dade County has jurisdiction and authority via the Miami‑Dade County code over all traffic control and traffic engineering functions on all local roadways," Gonzalez said. He added that if jurisdiction were fully transferred the city could assume responsibility for the road and its costs, but the terms are negotiable.
The committee voted to move the petition request to the full commission for action and further negotiation with the county. Gonzalez and other staff advised that even with jurisdiction transferred, state mandates (cited by staff in the Rainbow Crosswalk removal example) and federal standards would continue to constrain certain treatments.
Separately, Lisette Rogante, Director of Tourism & Culture, briefed the committee on staging and activation plans ahead of FIFA and other major events. She said the city and the FIFA host committee are planning watch parties, broadcast activations, and partnerships with local business improvement districts. Commissioners urged a business town hall so restaurants and retailers can plan promotions and raised concerns about incremental police costs for outdoor viewing. Chair Alex Fernandez suggested the committee convene a cross‑departmental town hall with the business community and asked staff to check whether incremental policing costs could be absorbed or shared to avoid burdening small businesses.
Next steps: The petition for Ocean Drive jurisdiction will be placed on the full commission agenda for negotiation; staff will organize a FIFA‑focused business town hall and coordinate with police on staffing options and potential cost mitigations to support business activations.
