A representative for Midwest Group Investment told the board the applicant was seeking the apartment to allow a current renter—who is opening a grocery at that location—to live closer to the business. The representative said the request was aimed at increasing revenue for the building and helping the tenant manage a nearby new business.
The board moved to deny and took a roll-call vote adopting the zoning commission’s findings of fact, which had recommended denial by a 7–0 vote. The mayor stated the board was adopting those findings. The representative accepted the decision and asked for the commission’s reasons so he could report back to his principal.
No board member elaborated additional findings in the public record during the meeting; the denial was recorded as adopting the Zoning & Planning Commission’s findings.
