Council extends moratoriums on mini-storage and small-box discount stores to preserve development options

New Franklin — City Council on Feb. 18 introduced and recorded votes to extend moratoriums on two categories of development: public/self storage facilities and small-box discount stores.
Resolution 26-R-06 would extend a moratorium on issuance or granting of permits for public storage, mini storage or self-storage facilities in the city for one year (365 days). Resolution 26-R-07 would extend a moratorium on establishment or expansion of small-box discount stores and halt issuance of zoning permits related to those uses. Both items were assigned to the community development committee.
Council members said the moratoria are intended to prevent premature land purchases and allow the city time to study appropriate sites and zoning. S6 said the moratoria are "to basically, prevent something from going in, in an area where we're looking to develop and ... keep our options open." S3 said edits requested by the law director are largely clarifications and not structural changes.
Both measures were read on the floor and recorded with affirmative roll calls during the meeting. Council moved to adopt the resolutions and recorded votes in favor during the session.
Council asked that the committee continue review and post draft language to the public website so residents can preview changes before further action.
