Ferguson seeks ICMA economic-mobility funding with condition limiting long-term staffing commitments

Ferguson Township voted June 3 to apply for an International City/County Management Association (ICMA) Economic Mobility Special Assistance (EMO SAS) grant that could fully fund a two-year economic-mobility/economic-development staff position.

Manager explained the program selects a limited number of host communities nationally and can underwrite salary for up to two years to support implementation of an economic-development strategic plan. The township currently has an Economic Development Coordinator position that is funded 50% through an Appalachian Regional Commission (ARC) grant tied to the strategic plan; manager said pursuing ICMA funding could be a way to sustain or expand work while ARC or other funding sources are active.

Board members asked for clarity on scope, long-term costs and whether the position would be integrated into the township budget after grant funding ends. Several supervisors expressed concern about adding permanent staffing obligations; Supervisor Heller moved an amendment that the resolution not create a long-term role or expand the position beyond the funds provided by the grant. The amendment passed and the amended resolution to seek ICMA funding passed by roll-call vote unanimously. Manager said staff will return with job description, grade and salary range as part of the application process and that benefits (health insurance) are not covered by ICMA (salary only) and would be a township responsibility if the position continued beyond the grant.
