Resident urges Ferguson Township to create executive summary for 2026–2030 CIP

Resident Bill Keogh asked the board to produce a concise, user‑friendly executive summary of the 191‑page 2026–2030 Capital Improvement Plan to improve public engagement and participation in budgeting decisions.
During public comment at the start of the Feb. 17 Ferguson Township meeting, resident Bill Keogh asked the board to prepare an executive summary for the 2026–2030 Capital Improvement Plan to make the document more accessible to typical residents.
Keogh told the board the full CIP is “one of the more comprehensive CIPs I've ever seen in close to 40 years of working with the township” but said the 191‑page electronic document is difficult for most residents to navigate. He noted options such as printing the entire packet (costly), requesting a hard copy from the township (he quoted an estimated $959.50 printing cost) or simply not engaging due to complexity.
"I'm requesting that the board and the staff visit the option of creating an executive summary of the ... CIP," Keogh said, adding he and Supervisor Strickland had previously volunteered to help staff develop a concise summary.
Chair and staff acknowledged residents’ difficulty with lengthy documents, reminded the public that free Wi‑Fi is available in the meeting room and said they would consider communication improvements and further discussion on ways to make lengthy materials more digestible for residents.
