Supervisors tentatively approve 2025 budget and adopt 2025–2029 CIP; award design work for pedestrian crossing

The Board of Supervisors gave tentative approval to the Harris Township 2025 budget at the November meeting so the document can be made available for the required public review and comment period. Staff said tentative approval triggers a minimum 20‑day public inspection window and that the public hearing and formal adoption are planned for the December supervisors' meeting. The tentative approval was adopted by voice vote.
The board also voted to adopt Resolution 24‑12, establishing the township’s 2025–2029 Capital Improvement Program.
Staff reported the township was awarded an ARLE (Automated Red Light Enforcement) grant from PennDOT to design and install a bike/pedestrian crossing at Boal Avenue by the Pennsylvania Military Museum/Old Boalsburg Road intersection. After reviewing proposals from engineering firms, staff recommended McCormick Taylor for design and implementation; the board approved appointing McCormick Taylor to provide engineering services.
Vouchers (Check 2410) totaling $282,971.83 were presented and approved by voice vote.
Next steps: budget documents will be posted for public review, staff will execute the agreement with McCormick Taylor and proceed with design services for the ARLE grant project, and staff will return to the board for final budget adoption in December.
