The motion was seconded and the ordinance was adopted by unanimous voice vote.
Resolution 24‑13 — Solar PPA authorization (motion and approval): The board authorized the township manager to prepare and execute required PPA contracts and documents for a 60% commitment to the Prospect 14 solar project (Resolution 24‑13). The motion passed after debate; the meeting record shows a split recorded voice vote with three members in favor and two opposed. The authorization directs staff to complete solicitor review and the closing checklist items before final execution; Prospect 14 will retain RECs under the recommended deal structure, and the township would need to purchase RECs separately to claim scope‑2 carbon‑neutral accounting.
Resolution 24‑14 — 2025 operating budget (motion and adoption): The board adopted the 2025 Harris Township operating budget, which staff presented as general fund expenditures of $3,587,646 and special funds expenditures of $721,098 and which increases the general purposes millage from 4.9 to 6.4 mills. The board voted to adopt the budget unanimously.
