Finance committee advances $2.3 million in AV and real‑time crime center contracts for new Joint Operations Center

The Finance & Budget Committee unanimously voted Nov. 3 to advance two contracts with Constant Technologies to outfit the city’s new Joint Operations Center (JOC) and a Real‑Time Crime Center (RTCC) with integrated audiovisual systems, video walls, consoles, software and 24/7 support.
James Brock, public safety technology manager, told the committee Constant Technologies was selected to standardize video walls, cabling, software and backend systems so emergency spaces and department operation centers can exchange information in real time. He said standardization reduces long‑term maintenance costs, creates a single support path and improves operational coordination among police, fire, water and public works.
The committee recommended Bill 25‑215 to authorize a JOC agreement with Constant Technologies in a not‑to‑exceed amount of $1,557,824.75 and Substitute Bill 25‑216 for an RTCC agreement in a not‑to‑exceed amount of $758,843.78. Together the two recommendations total $2,316,668.53. IT staff and public‑safety technology staff told the committee the JOC includes an Emergency Operations Center (EOC) expected to be completed by early June and that the RTCC work will begin once dispatch vacates its current space.
Miss Newman, director of IT, said the Constant Technologies scope differs from another audiovisual contract the committee advanced (KCAV) because Constant’s work focuses on higher‑end video‑wall servers, synchronization and the software needed to display and route real‑time feeds across multiple rooms.
Committee members asked about integration with KCAV (the audiovisual vendor advancing separately) and were told KCAV will provide many displays while Constant will deliver the large video walls, backend servers and integration work. Brock said the firms’ systems would be configured to work together.
The committee moved and voted to send both ordinances to full council with recommendations of approval. The committee vote was recorded as unanimous (ayes from Chair Shields, Vice Chair Lovell, Mayor Pro Tem Lopez and Council Member Funk). The council will consider both ordinances at a future meeting.
