Lee's Summit council adopts multiple ordinances, awards public‑works contracts and approves lobbying services

The Lee's Summit City Council on Tuesday approved a slate of resolutions, ordinances and contract actions affecting sewer inspection software, water infrastructure and downtown development.
The council unanimously approved Resolution No. 2601 authorizing mayoral appointments to the Blue Parkway and Colburn Road Community Improvement District (vote 7-0).
Key adopted bills and votes included:
• Bill 26‑015 (adopted, 7-0): Adopted the second reading and then the ordinance approving a sole‑source agreement with ITpipes, Opco LLC to extend an existing professional services agreement for sewer inspection, video software and maintenance for five years. Councilmember Shields moved and Councilmember Hodges seconded the motion.
• Bill 26‑016 (adopted, 7-0): Awarded the Boland tank recoating project (Project No. 205) to Cunningham Sandblasting & Painting Company for $677,100 and authorized the city manager to execute the agreement. Councilmember Prior moved; Hodges seconded.
• Bill 26‑017 (adopted, 7-0): Approved on‑call water and wastewater engineering services contracts to multiple firms, including HDR Engineering, Burns & McDonnell and George Butler Associates for a one‑year term with renewal options.
• Bill 26‑018 (adopted, 6‑yes, 1 recusal): Approved Change Order No. 2 for the FY24 water main replacement (Project No. 722) to Leith & Sons Inc., increasing the contract by about $730,000 to a revised price of approximately $5,222,412. One councilmember (Lovell) recused; the motion passed with the remaining members voting in favor.
• Bill 26‑019 (adopted, 7-0): Awarded the Olive and Orchard Street storm sewer improvement project (Project No. 117) to VF Anderson Builders in the amount of $5,430,314.
• Bill 26‑020 (adopted, 7-0): Approved a sole‑source agreement with Versa Governmental Strategies LLC for federal lobbying services not to exceed $50,000 and authorized the city manager to execute the contract. Councilmembers said the federal lobbying would augment existing state lobbying for high‑priority projects such as I‑470 improvements.
• Bill 26‑004 (adopted, 5-2): On final reading the council adopted a preliminary development plan for Les Schwab Tire Center at 740 NW Ward Road after debate and a failed motion to continue; the final vote was 5 in favor and 2 opposed.
Council members recorded motions, seconds and votes in the minutes for each item and staff was authorized to execute agreements upon adoption where specified.
What happens next: Staff will proceed with contract execution and project implementation per the adopted ordinances and change orders; the water main change order includes additional calendar days for completion and will be reflected in contract administration records.
