York City Council voted to award a comprehensive employee management and human resources information system (HRMS) contract to Paycom after reviewing responses to a request for proposals.
Resolution 16, introduced by Councilmember Betsy Buckingham, cited overlapping capabilities among existing vendors and recommended a consolidated solution. Beth Bowman from the Office of Human Resources told council the estimated cost quoted for the awarded contract was $278,000. She said the panel received 10 bids that ranged from roughly $40,000 to $1.5 million and selected Paycom based on the combination of price, customer service, and implementation support. HR staff estimated consolidating six or more platforms into a single provider would produce an all‑in‑one savings of approximately $200,000 per year.
Several council members pressed for a dollar figure to be included in the resolution and for clarity about optional add‑ons; administration staff said pricing is calculated per employee and can vary with adapters and add‑ons, so they did not recommend including a fixed total in the resolution. A small number of council members said they planned to vote against the award, but the resolution passed by roll call.
