The York City Council approved Resolution 15 on Feb. 17 to allocate American Rescue Plan Act funds to expand workforce training at TechCentral.
Resolution 15, introduced by Councilmember Betsy Buckingham, authorized use of funds originally allocated in the 2025 budget; council moved to amend the fiscal-year reference to 2026 before voting. Allison Frost, executive director of TechCentral York, thanked council and described plans for the trades facility: four six‑month, part‑time trades programs (facility maintenance, HVAC, electrical and plumbing) with classes sized at roughly 15 students each and an expectation to graduate upward of 100 students in the first year. Frost said the proposal originally was submitted to the previous administration and that documentation will be compiled into a full contract packet after council approves the allocation.
Council asked several practical questions: whether the allocation covered construction or preconstruction costs, why a scope of work exhibit was not included in the materials, and whether conflict‑of‑interest forms were completed. Solicitor and administration staff said the paperwork would be compiled into a contract packet after council’s allocation vote and would be a public document. One council member recorded a vote of 'No' citing concerns; the resolution passed by roll call.
