Lindbergh Board approves $16.06 million GMP, site work and multiple easements for Sperry Middle and Long Elementary projects

The Lindbergh Schools Board on Feb. 19 approved a package of construction contracts, guaranteed maximum prices and easement agreements to advance Sperry Middle School and related campus circulation projects and to add crosswalks at Long Elementary.
Key votes included approval of a guaranteed maximum price (GMP) for Holland of $16,059,204 for the Sperry project, funded from 2024 Prop R bond proceeds, and authorization for the administration to negotiate and execute a construction contract. Joelle (district staff) noted a Holland representative was present and said the competitive bid process and multiple bids validated the contract; the board approved the GMP unanimously.
The board also approved: a permanent sidewalk easement with St. Louis County for a sidewalk extension in front of the Farmers Club; a cross-access easement and agreement with Southside Church of God to allow traffic flow through the church property to improve campus circulation; a Metropolitan St. Louis Sewer District (MSD) stormwater easement agreement required for site work; and a letter of agreement with the City of Crestwood to install two crosswalks at Long Elementary. Each of those items was moved, seconded and approved by recorded voice vote with outcomes noted as passing 7-0.
Separately, the board approved a Prop R 2024 Sparing Middle School drive-loop site-work contract in the amount of $1,500,000 (pending cooperative/TIPS approval) and authorized the administration to execute the contract as presented.
Board members noted the paperwork for easements and stormwater design is detailed and necessary to move construction forward. Joelle said the Holland paperwork was "very informative" and that the GMP and bids came in slightly under expectations, which the administration viewed positively. A Holland representative (Matt Frank) was introduced as being both a project representative and a Lindbergh parent.
All six action items were approved without dissent. The administration was authorized to execute and record the necessary documents with St. Louis County and MSD as applicable and to proceed with contract negotiations and execution.
The board's approvals remove procedural barriers and allow site work and construction to proceed; timing for certain elements (for example, signalization tied to the Long Elementary crosswalk) remains contingent on municipal and county processes.
