Council approves multiple public-works contracts, AMI gateways and pay applications
Summary

Budget and administrative approvals: The council completed the second reading and approved Ordinance 748 (supplemental budget). It also approved routine administrative matters including sale of a surplus computer tower for $100 and confirmation of Kevin Johnson to fill a planning-and-zoning vacancy.
Streets contract: Public works reported five bidders for the 2026 concrete and asphalt repair project; Big Al’s Contracting was the low bidder at $383,840. Staff said the award exceeds a $350,000 budget line by about $30,000 and will reduce quantities to stay within the street maintenance, sidewalk and trail funds. The council voted to accept the bid.
Water and sewer pay applications and completion status: Council approved Change Order No. 3 for the Exit 406 project ($825) and Pay Application No. 6. For the municipal water treatment plant, staff presented Pay Application No. 32 for roughly $34,009 and recommended a certificate of substantial completion dated Dec. 24, 2025. Staff noted the contract’s original substantial-completion date was Jan. 11, 2025, meaning the contractor is nearly a year behind schedule; remaining retainage and liquidated-damages considerations remain in effect.
Regional and engineering costs: The council approved construction-related invoices and a cost split with Sioux Falls for a dual force main project; staff said certain prepayments were required by BNSF and that costs were apportioned because the line served both jurisdictions.
AMI gateways and ongoing fees: The council authorized purchase of advanced metering infrastructure gateways from Vyker to complete remote-reading capability. The total project cost was presented as $112,008.62 (including four gateways and other equipment). Staff confirmed ongoing software and annual fees will continue.
Drainage maintenance bids: The city’s annual drainage maintenance program expanded to 12 sites this year after adding Westview Estates. Oak Ridge Nursery is developing a landscaping plan for the site’s homeowners association. Flood Rock Nursery was the sole bidder on the program and the council accepted the bid; the work will be paid from the stormwater fee.
Votes on these items were taken by voice and recorded as approved during the meeting. The council concluded business and voted to convene an executive session.
