Normal Council approves omnibus package, roadway bids, vehicle purchases and a settlement agreement

The Normal Town Council, meeting April 1, approved an omnibus consent package and several individual resolutions and reappointments by unanimous roll-call votes.
The omnibus package — approved by voice and roll call after council offered the chance to pull items — included approval of minutes for the March 4 public hearing and the March 18 regular meeting, a report of expenditures as of March 27, and authorization for a side letter with International Association of Firefighters, Local 2442, AFL-CIO, with an associated budget adjustment.
Among capital items listed in the consent material were:
- Purchase of 04/2024 Ford pickup trucks from Bob Ridings Fleet Sales for $210,597. - A resurfacing contract for Cottage Avenue to Adelaide Street awarded to ROE Construction, a division of United Contractors Midwest Incorporated, for $698,295.66. - Authorization to begin excavation for Ironwood Park drainage in the amount of $66,500.
Councilmember McCarthy pulled Items H and I for brief comment before each was approved. Item H was a resolution authorizing a bid award with concurrence through the Illinois Department of Transportation for the Gregory Street Veil extension from Adelaide Street to Parkside Road; Item I was a separate IDOT-concurrence bid award with an associated budget adjustment. McCarthy emphasized that state and federal funding reduced the local share: "Great to get a project so well funded," he said.
New business: Council authorized the city manager to execute a settlement agreement and approve an associated budget adjustment. City staff (Miss Reese) told council the agenda title did not provide detailed information and identified Mr. Day as the city's spokesperson on the pending litigation. The motion passed on unanimous roll call.
Appointments: The council approved reappointments to local boards and commissions: Nancy Armstrong (Historic Preservation Commission) through March 31, 2028; Janessa Williams (Human Relations Commission) through March 31, 2028; RC McBride (Planning Commission) through March 31, 2028; and David Bernison (Uptown Design Review Commission) through March 31, 2027.
The meeting closed after community announcements and a unanimous motion to adjourn.
