The Normal Town Council approved a multi-item omnibus package at its March 18, 2024, meeting that bundled routine minutes, purchases and capital appropriations into a single vote.
Items approved included a resolution authorizing a contract extension with Cardinal Infrastructure LLC for federal advocacy and funding work; a waiver of formal bidding and acceptance of a quote from Martin Equipment to buy a 2024 John Deere 410P backhoe loader for $114,500 through the Sourcewell purchasing cooperative; purchase of a Falcon 4-ton transporter hot box for asphalt patching from CMW Equipment for $50,342 through Sourcewell; conditional final plat approval for the Weldon Reserve Subdivision Second Addition; and a resolution appropriating $1,000,000 of motor fuel tax funds for the 2034 motor fuel tax street resurfacing project and authorizing the director of public works and engineering to sign the IDOT general maintenance plan.
Miss Smith recused herself from voting on an expenditure that included a reimbursement to her, then participated in the remaining omnibus vote. Council approved the omnibus package by roll call.
Council members did not delay any omnibus item beyond the pulled items that were handled separately during the meeting.
