Martinsville council waives second reading, adopts salary ordinance affecting clerical positions

The Martinsville Common Council on Feb. 9 unanimously adopted Ordinance 2026-19-11, a salary ordinance amending hourly rates for several clerk positions across city departments.
City attorney/staff member Mr. Coffey presented the ordinance during a public hearing, saying the changes "start with city court" and also affect the Clerk-Treasurer’s Office, the Police Department and the utility office. He described the amendment as "an increase in the hourly rate of pay" for affected clerk positions. The public hearing drew no speakers, and the hearing was closed.
Councillor Susie Lipps moved to waive the usual two-reading requirement and advance the ordinance to a vote; the council confirmed unanimity was required and indicated assent. Lipps then moved to accept the ordinance; the motion was seconded and approved. Mayor Acosta and council members voted in favor; no dissents were recorded.
The council did not specify exact new hourly rates on the record during the meeting packet remarks; Mr. Coffey framed the change as the outcome of prior discussions and staff recommendations.
