Several commissioners pressed the applicant on sequencing and financial risk, recalling earlier discussions that infrastructure and the townhome component should be completed or sufficiently funded before construction of the single‑family lots begins. Staff advised the commission that it has the authority to impose phasing or other conditions on final approval; the motion that carried added a contingency requiring engineering approval of the submitted plans.
During the public hearing supporters — including volunteers and local Habitat representatives — urged the commission to approve the plan, highlighting the project’s mix of homeownership opportunities, workforce rentals and an on‑site childcare facility they said is needed in the area. Supporters also described local school involvement in past Habitat builds.
The motion to approve PC25017 carried on a roll‑call vote with one recorded no. The tally recorded one dissenting vote (Anne Miller/Anne Nolan as recorded in the roll call), and the remainder voting in favor. The chair confirmed the motion carries and staff will proceed with engineering review as a condition of final administrative permit processing.
Next steps: staff and the applicant will complete required engineering review and any final technical revisions; the commission’s written resolution and conditions will be included in the permit record once engineering comments are resolved.
