Planning commission approves preliminary plat for ETSRS facility with health and fire conditions

The Tooele County Planning and Zoning Commission on Feb. 18 approved the preliminary deployment-area plat for an ETSRS facility subdivision (application 2025-077) north of Interstate 80 and east of Raleigh Road, saying the use aligns with the county’s 2022 general plan and surrounding industrial uses.

Planning staff recommended preliminary approval and noted the project will require a conditional-use permit later in the process. The county health department provided conditional approval requiring that, following installation of the water treatment system, an additional water sample be collected and reviewed by the health department. In consultation with North Willow Fire District, the fire marshal approved a 10,000-gallon water source tank contingent on equipping the office building with a fire sprinkler system for fire suppression.

Commissioners moved and seconded the motion to approve the preliminary plat with those conditions. The motion carried in a roll-call style exchange: Commissioners Beckstrom, Stets, Dau, Alder, Mitchell and Christianson voted yes; Commissioner Scott voted no.

Aaron Norton, vice president of ET Technologies, the applicant, addressed the commission after the vote and thanked commissioners for their time and the opportunity to proceed with the project, offering to answer follow-up questions about the company and the facility.

The preliminary approval allows the project to move toward final plat review and the conditional-use permit process; staff noted that outstanding agency comments must be addressed during final review.
