Clearwater approves $192,509 playground purchase, boosts sod and plant contracts after public objections

Matthew Anderson, assistant director of Parks and Recreation, presented the items at the meeting and said the procurement had been discussed at a prior work session. Public commenter Daniel Haluba criticized the playground expenditure as excessive and questioned nonprofit sponsorship listings, telling the council, “Dollars 192,000 for playground equipment for Montclair Park seems a little excessive.”
Mayor Bruce Rechter defended the purchases as necessary to preserve neighborhood appearance and tourism value, saying the city “look[s] at the bids come in. We’re paying market prices for this.” Council members said residents have repeatedly requested improved landscaping and facilities.
On the sod contracts, the council approved adding $60,000 for additional citywide sod needs this contract term — bringing the contract total to $360,000 — citing storm- and hurricane-related requirements. Haluba urged the city to consider grass seed as a lower-cost alternative; council members responded that sod and plant selection reflect site-specific needs and community expectations.
For plant materials, council authorized a purchase order to Wise Hands LLC of St. Petersburg for a cumulative annual not-to-exceed amount of $300,000 for the initial term from March 5, 2026, through March 4, 2027, with renewal options. Anderson described the contract list as covering roughly 100 species including ground covers, shrubs, trees and palms and said selection aims to match species to site conditions and promote diversity.
