The City of Texarkana presented Distinguished Legislator awards to State Representative Carol Dolby and Senator Hickey during its regular board meeting. John Wilkerson, municipal league general counsel and legislative director, introduced both lawmakers and credited them with advocacy on behalf of Texarkana and for their work at the Arkansas Legislature.
"Representative Carol Dolby ... has been a true friend of cities, towns, Texarkana," Wilkerson said, praising her work as chair of the judiciary committee and citing collaboration on district court legislation. The board offered each lawmaker a plaque recognizing what Wilkerson called "exemplary service" during the 95th General Assembly.
Representative Dolby and Senator Hickey each thanked the board. Mayor Brown and several directors offered verbal appreciation and a round of applause. The presentation was moved earlier in the agenda so the legislators could return to Little Rock.
The board moved on after the recognition to scheduled business and public hearings.
