Commissioners adopt Fall 2025 Water & Sewer Master Plan amendments and forward to MDE

Following a Jan. 29 public hearing with no comments, Carroll County commissioners adopted the fall 2025 amendments to the county Water and Sewer Master Plan and forwarded the package to the Maryland Department of the Environment for final approval.
Carroll County commissioners voted on Feb. 19 to adopt a package of fall 2025 amendments to the County Water and Sewer Master Plan and to forward the adopted amendments to the Maryland Department of the Environment for final approval.
Planning staff reported that the amendments were the subject of a public hearing on Jan. 29 and that no comments were submitted during the 10-day record period. Commissioners then moved to adopt the amendments and to transmit the package to MDE.
The amendments affect planning designations and coordinate water/sewer upgrades with streetscape and redevelopment projects in areas such as Freedom, Taneytown and Mount Airy and support coordinated capital planning. The county will continue to work with municipal partners and MDE on timing and implementation.
Next steps: Transmit the adopted amendment package to MDE and continue coordination with towns identified in the amendments.
