The mayor moved to appoint Captain Darren Robinson to the acting chief post; the appointment motion was seconded and approved by roll call. The mayor then made a separate motion to accept the city manager’s recommended pay grade and step for Robinson. Councilmembers raised procedural questions about discussing personnel pay in open session and asked for the numerical compensation information to be provided; one councilmember said pay is a personnel matter that should be discussed in closed session while others noted the grade/step information is public.
Councilwoman Cross said she needed the compensation number to make an informed vote, and other members asked administration to document the recommendation in email. After discussion and recorded votes (including abstentions), the council voted to accept the compensation recommendation; the clerk announced that the motion passed.
