City planners recommended and the committee approved an interim use permit Feb. 17 to establish a 19‑space surface parking lot at 1901 East Lake Street for up to five years. Planner Andrew Frentz said the site had been vacant since demolition in 2004 and the temporary lot would support Alvarado Market while the propertyowner pursues cleanup and a future commercial or mixed‑use redevelopment.
Frentz said staff found the application met the required quasi‑judicial findings and recommended approval with conditions tied to landscaping and a fixed expiration date. Applicant Aida Salgado told the committee the lot would be free for market customers and would activate a long‑vacant corner. "We really think that this is something that is nothing but good news to an area that has been so heavily affected," Salgado said.
The committee adopted the staff findings and conditions and approved the permit on majority roll call (13 ayes). The decision is an interim allowance; the owner may propose long‑term redevelopment once site cleanup and planning progress.
