Prattville approves park projects, fireworks and lighting; council debates bid thresholds

Prattville’s City Council on Feb. 17 approved several park and events expenditures and discussed procurement thresholds for public-works contracts.

Whetstone Park: The council authorized the release of funds not to exceed $99,500 to Camco Properties LLC to construct a restroom and concession stand at Whetstone Park. Councilors asked about the number of stalls and procurement process; staff said the project qualifies as a public works project and cited sections of the Code of Alabama that allow contracts under $100,000 to be let without competitive bidding. One councilor asked staff to look at possibly lowering the local competitive threshold to $50,000 to increase transparency and competitiveness.

Cougars Pond Park lighting: Council approved an agreement with Alabama Power for installation and maintenance of six LED area lights and poles at Cougars Pond Park at an initial cost of $26,240.09.

Fireworks: The council authorized up to $29,803.76 to Pyro Production of Alabama Inc. to provide the city’s July 4 fireworks display.

Each of these measures passed unanimously. Staff advised council that the state bid law permits single-source contracts under specified thresholds, but departments often seek multiple quotes. Councilors asked that department heads be available for meetings when technical questions arise to provide definitive answers.

What's next: Staff will execute the approved agreements and report back on project details (design, stalls and schedule). Any change to local procurement thresholds would require future ordinance action by the council.
