The Houston County Commission authorized notice and scheduled a March 9 public hearing to consider proposed amendments to the county's subdivision regulations, the commission said at its meeting.
Chair (Speaker 1) told commissioners he had circulated redline drafts to the Home Builders Association and local builders and expects comments from developers, a rural homeowners group and Road and Bridge staff before the hearing. "We will hold a public hearing on March 9," Chair said, describing the action as a request to "approve resolution authorizing notice of public hearing, public hearing, and meeting to address amendment to the subdivision regulations of Houston County, Alabama."
Why it matters: The draft changes would alter developer-facing standards that affect how new subdivisions are laid out and how much road frontage and lot size are required. Commissioners said the edits aim to make it easier to build "a proper subdivision" while protecting county roads and addressing safety concerns that have grown with development outside the city of Dothan.
What's in the draft: Commissioners and staff discussed two specific edits repeatedly during the meeting: a change referred to in the draft related to a 2.5-acre threshold for subdivision review, and a proposed reduction in frontage requirements from 250 feet to 125 feet for some subdivisions. County staff also confirmed that the existing draft shows a 20-foot minimum frontage setback; the draft currently has no side or rear-yard setbacks, though commissioners said they could choose to change those standards.
Chair emphasized that the revisions are aimed at commercial developers and larger subdivision projects, not family transfers of property. "State law allows for family" lot divisions without the full subdivision process, he said, and the proposed rules "are strictly for a developer that's coming in" and creating multiple lots.
Road and Bridge concerns: Commissioners acknowledged that Road and Bridge has safety concerns and that some proposed changes are intended to avoid turning county roads into subdivision streets without appropriate design or funding. Commissioners said growth outside Dothan is stressing county roads and that funding to expand road systems is limited.
Next steps: The commission approved placing the amended item on the agenda and authorizing the notice; the public hearing is scheduled for the commission meeting on March 9. Staff and commissioners said they will collect and review feedback from builders and other stakeholders before the hearing.
