City launches 2026 resident survey Feb. 25–April 1 to boost representation, targets 1,600 valid sample responses

City staff and research vendor Elite Research presented the plan for Irving’s 2026 resident survey during the Feb. 12 work session. Lauren Hale, strategic services senior manager, introduced Dr. Renee Paulson of Elite Research, who reviewed 2024 results and the 2026 collection strategy.
Dr. Paulson said the 2024 survey produced 5,011 valid responses using a mix of a representative sample and open sample approaches. For 2026 the vendor and city are targeting a minimum of 1,600 valid responses from the representative sample over approximately five weeks and will supplement with open-sample outreach to increase participation.
The survey will launch Feb. 25 and close April 1, use multiple collection modes (mail, mobile, email, SMS and online), be available in English and Spanish and use targeted outreach to increase representation among ages 18–32, multifamily households and Hispanic residents. The vendor said results would be benchmarked, analyzed and returned to city staff for reporting in May.
Council members asked for additional questions to help measure the "value proposition" of transit and to surface education and pocketbook concerns. Staff agreed to work on nonleading question wording to probe DART usage frequency, perceived value, education-related feedback and cost-of-living concerns.
Next steps: the engagement campaign begins in February with communications and neighborhood outreach; staff and vendor will monitor representativeness and adjust outreach to meet sample goals.
