North Aurora committee reviews special-use permit for Exquisite Celebrations event space

At its Feb. 16 Committee of the Whole meeting, North Aurora officials heard a presentation on a special-use permit application for Exquisite Celebrations, a proposed private event space at 738 Butterfield Road.
Nathan, who presented the item to trustees, described the proposed unit as roughly 2,400 square feet and said the shopping center provides about 122 parking spaces; zoning for the use would require 31 spaces, and the applicant has identified 50 spaces reserved for the venue. He also told trustees the Planning Commission voted to approve the special-use permit on Feb. 3.
The applicant, Terry Leonard, said the venue would host private gatherings — birthdays, anniversaries, baby showers and receptions — as well as community and weekday programming such as yoga or bingo, and she said the facility would be managed on-site with a 100-person limit. Leonard said she does not plan to serve alcohol and that DJ services would be available; she described plans to limit amplified music on weekdays before 5 p.m., coordinate with adjacent businesses and install ADT security cameras to monitor events.
Trustees pressed for more detail about noise and enforcement. One trustee summarized local noise rules, saying amplified outdoor music without a permit is normally allowed through 9 p.m. Sunday–Thursday and until 10 p.m. on Friday and Saturday, and asked how the town would respond if sound carried to nearby homes. The applicant said she would monitor decibel levels, work with a DJ contact to keep sound within limits and ensure a representative is on-site at every event.
Trustees also noted nearby uses — a dry cleaner, dog spa, an employment agency and a childcare/senior center behind the building — and asked about kitchen facilities; Leonard said there is no full kitchen but she might add a small kitchenette for food storage and that there are closet areas suitable for changing rooms or a small waiting area for clients.
No formal vote on the special-use permit occurred at the committee meeting. A trustee stated the next step is to forward the item to the full board for a vote, with the possibility of attaching conditions such as noise‑hour clarifications. The meeting concluded after a motion to adjourn was made and seconded.
