Hibbing City Council approves consent agenda, authorizes several contracts and a land transfer

At its Nov. 5 meeting, the Hibbing City Council approved routine accounts payable and payroll, authorized legal and legislative services contracts, and approved a lot transfer to North Saint Louis County Habitat for Humanity and a waiver of planning commission review.
The Hibbing City Council approved a large consent agenda on Nov. 5 including two accounts-payable runs (checks 181235–181337 for $1,989,947.93 and checks 181338–181385 for $889,722.25), regular payroll ($662,934.64) and sick-leave payroll ($173,374.65). The consent package also included several licenses and permit approvals and a donations resolution for an Ojibwe mural at the visitor center.
City administrative assistant Seppala asked the council to authorize a 2026 services agreement with Selman Borland and Simon PLLC; Seppala said hourly rates would increase modestly after roughly 12 years without an adjustment. The council approved the services agreement on a voice vote.
Seppala also presented and the council approved a three-year legislative services agreement (verbatim in the record as "Lockridge Bridal now and PLLP") covering Jan. 1, 2026–Dec. 31, 2028 with no fee increase for the term.
On a separate motion, the council approved Resolution 25-11-01 to transfer a lot in the Sargent Addition to North Saint Louis County Habitat for Humanity for housing, and approved Resolution 25-11-04 to waive the planning commission's review of the city covenants on that lot. Both items carried on voice votes.
The council set its next regular meeting and workshop for Nov. 19, 2025, at 5 p.m. in City Hall Council Chambers.
