Council approves $1.93 million GMP for Hibbing City Hall window and masonry work

City Service Director (introduced on the record as Mister Arora) told the council on Feb. 18 that bids were opened for the City Hall window project and recommended a guaranteed maximum price (GMP) of $1,933,458.
The scope includes window replacement, lintel replacement and tuckpointing. Arora said Acme Tuckpointing was the recommended contractor for lintel/tuckpointing work, and Masabi Glass provided the window bid. Staff proposed a substantial completion date of Nov. 1, 2026.
Funding sources listed by staff included $2,000,000 allocated in this year’s budget, $600,000 from ITRR (grant/match), approximately $350,000 from a Minnesota Historical Society grant for matching purposes, with the remainder drawn from the city’s undesignated fund balance. The transfer and matching arrangements were described as already budgeted or grant‑supported.
Council approved the GMP and the related contract award on a motion by Councilor Bayless with support from Councilor Swiberger.
Next steps: staff will finalize contracts and order materials to begin work in spring with a target substantial completion of Nov. 1.
