Bryan County awards water, road and megasite contracts; moves forward with Old Collar Road planning

Bryan County commissioners on March 11 approved several infrastructure contracts and task orders aimed at water reliability, transportation planning and road maintenance.
County staff recommended, and the board approved, Change Order No. 3 for the Bryan County Megasite regional pump station project, increasing the contract by $95,175 to add a reduced-pressure zone backflow device and a temporary fluid-collection connection to address delays in wastewater pretreatment. Staff said these components are needed to meet contractual obligations and protect the county water system.
On the Oak Level Road well system, staff reported one bid had been received and engineers reviewed it for market reasonableness. The board awarded the project to JS Harren Company for $335,100 and authorized staff to execute contract documents. Staff noted the project is partially funded by a Georgia Emergency Management Agency (GEMA) grant expected to cover roughly 30% of the cost; commissioners discussed the desire to complete the work in time to strengthen system resilience before hurricane season.
For transportation planning, the board approved Task Order 124 with Thomas and Hutton for Old Collar Road right-of-way mapping, survey and traffic studies at a cost of $137,000. Staff said the task order is the first step before design, bidding and construction and noted future coordination with the Georgia Department of Transportation (GDOT) on any Highway 80 tie-in. The board also approved Task Order 123 for a South Bryan traffic-update study at $128,500, to refresh a 2016 study and update 10- and 20-year projections and cost estimates; staff said the update will be funded from impact-fee collections.
The board approved the 2025 road-resurfacing contract to Platinum Paving and Concrete for $1,035,581.60 after staff said five bids were received and the apparent low bidder met evaluation criteria. Work is scheduled for summer and will be funded by LMEG funds supplemented by T-SPLOST.
