KANKAKEE, Ill. ' The Building and Code Safety Committee on Feb. 19 continued work on language to enforce garbage-receptacle rules and discussed a proposed ordinance approach that would provide one annual notice and then allow ticketing for repeat violations.
Unidentified Speaker 4 said current code's short window for receptacle placement limits enforcement and that revised ordinance language could provide clearer enforcement authority. Planning and legal staff are reviewing competing statutes and code provisions to determine appropriate wording.
A staff member suggested a single annual notice "like the trash notice" followed by ticketing for noncompliance. Committee members said the change would help in problem areas where receptacles are not moved and where snow-removal or safety issues occur. "1 notice per year," the facilitator said when describing the proposed approach.
The committee placed the draft ordinance on the planning/legal track and asked that refined language be returned at a future meeting. No vote was taken on an ordinance; the committee will continue to carry the item on future agendas.
