State Board adopts revised district-evaluation rules to emphasize growth and clarify governance standards

The New Jersey State Board of Education on Feb. 25 voted unanimously to readopt with amendments chapter 30, the rule package that establishes the New Jersey Quality Single Accountability Continuum (NJ CUSAC) for evaluating district performance.
Assistant Commissioner Ambrose Duckett and Robert Gregory presented a summary of public comments received during the rulemaking process (89 comments from 22 commenters). The department said many responses supported shifting points from achievement indicators to growth indicators in the instruction and program review and praised clarifications for governance items, including language requiring library media services under the direction of a school library media specialist.
Department staff recommended three non-substantive changes and three agency-initiated clarifications (punctuation, grammar and statutory citations) in response to comments. After board discussion, Jeanette Pena moved the adoption and Board Member Bennett seconded; the motion carried unanimously.
The amendments aim to promote a growth-oriented accountability approach and streamline regulatory language; the department said additional implementation guidance will follow and that the board had previously approved related indicators at the proposal level. No dissenting votes were recorded.
